I agree, I love Totoro too.
But this is honestly how some people see him. (See Disco Vear's comment).
I asked my sis-in-law why he bothered her so much and all she could figure out was his "creepy dead-pan stare". It freaks her out.

This is how I imagine hoe he must look to her.
